That is because no one (PVE players) was against reverting it back to its original form.
However in SF argument there are a lot of people on either side of the debate.

I believe so. The "nerf" was completely made by mistake when in reality it was meant to be split into PvE/P. I lol @ people who keep saying "whiners got it reverted" when Arena.Net stated last update it was an error on their part. Good fail @ people blaming "whiners".

It's not like MoR is even needed anyways, at least not for 600. Stop 600ing places with interrupts and learn how to handle in game money better so you're not poor.

because the change wasn't intended to affect PvE, they split the skill, and then we get:

I think you might have misunderstood. The split was supposed to be implemented to begin with. It was not implemented because it "affected" PvE.

It would be interesting to learn where ANet got the idea to change MoR back. Was it from whiners on forums? Was it the feedback thing on the wiki? Or did they just realize afterward they had made a mistake?
If their new policy about openness includes listening to players, this could be a step in the right (or wrong, depending on who they listen to) direction.

Except that skill updates are every other month now meaning October and December won't have skill updates and November will/should.
Then again A.net rarely lives up to what they say so you have a chance of being right I suppose.

It is most likely a mixture of all the above. You have to remember that when looking at balance issues PvP is at the forefront of thought and not PvE. They don't like to use the skill split not just because of coding reasons but also because it bridges the gap between PvE and PvP even more which is something they have been trying to reduce (although failing). It isn't too hard to believe that A.net really didn't see the impact that the MoR nerf would have in PvE. They typically are not very good at knowing how their skill changes will effect the game and go with a more, rough estimate and trial and error, approach.
While the change was very obvious to anyone who was familiar with farming, A.net obviously didn't think it was that large of an issue because they don't spend as much time playing the game as you do.

One problem is that we do not know how much of an influence GW1 "achievements" will have in GW2.
And not only that, we only seem to have a limited window of opportunity to get them.
Which basically means we need to be be able to get tons of money, and get it fast.
And then, there is also the problem of the GW goals being "balanced" with massive farming in mind. Certain goals just aren't obtainable otherwise. And THAT makes farming mandatory!
This isn't like old Ursan or something, where one could complete all areas in an reasonable amount of time even without Ursan. Don't like it, don't use it kinda made sense there. The game wasn't balanced around Ursan, so you could actually disregard it and not bring it into your instance.
I know I did.
There is no reasonable alternative to farming in the game if you want the goals that are balanced with farming in mind. You don't open 10k chests or ID 10k gold items by "playing" the game.
Or max out Lucky/Unlucky.
Or do sweets. Booze. Party.
If one wants to go after those titles - one needs to farm.
There is no way around it.
Seriously, farming IS a huge part of PvE these days.
And as crazy as this sounds - if you don't farm, that means you just aren't experiencing the complete PvE "content".
(And YES, I FULLY agree that PvE would be much better off without this "content".)
